The Common Market for Eastern and Southern Africa (COMESA) has received financing from
theWorld Bank towards the cost of the facilitating the Comprehensive Africa Agriculture
Development Programme (CAADP) in the COMESA region to guide public and private
investments in agriculture, natural resources management, rural infrastructure, trade, and food
security, and intends to apply part of the proceeds for the employment of an Individual consultant
(including one that may be provided by a consultant firm) for the position of CAADP Country
Process Facilitator.
COMESA now invites eligible Individual Consultants to submit their Curriculum Vitae’s (CVs).
The assignment for the CAADP Country Process Facilitator is expected to be a period of 12
months starting from 1st January to 31 December 2013 subject to satisfactory performance.
The main responsibilities will include engaging with key Stakeholders in CAADP Agenda in
coordinating their input into CAADP country processes in pre- and post-compact phases,
providing technical and logistical support to the CAADP Focal Points/Country Teams in the pre-
compact and post-compact processes, development of concept papers on different CAADP
related matters, organising country roundtables and compact signatures as well as post-compact
activities, including technical review of investment plans and Post-Compact business meetings.
The CAADP Country Process Facilitator will report to the COMESA CAADP Coordinator.
Interested qualified and experienced individual consultants, who possess a minimum of a Masters
degree in agricultural economics, agriculture, business studies, economics, development
economics, development studies of a related field from a recognized University and at least 7
years of proven experience and familiarity with micro and macro policy analysis issues using both
qualitative and quantitative analysis tools, and with demonstrable experience in synthesizing
policy analyses for decision makers and other stakeholders as well as in working with high level
government officials and development partners in policy matters, and effectively engaging in
policy dialogue, should submit their CVs complete with a cover letter and copies of academic
qualifications to the address below on or before 26
